RESOLVED THAT Council approve the agenda for the Regular Council Meeting held August 11, 2025 as presented.

RESOLVED THAT the Minutes of the Regular Council Meeting held July 14, 2025 be approved as presented.

RESOLVED THAT the Minutes of the Special Council Meeting held August 1, 2025 be approved as amended.

RESOLVED THAT Council hereby declares the seat of Councillor to be vacant pursuant to the Municipal Act, 2001 and hereby directs the Clerk to proceed with filling the vacancy, through appointment via open call as per Policy C-3-34 Council Vacancy Page 2 of 7 Regular Council Meeting Minutes - August 11, 2025 Policy.

RESOLVED THAT Council approve the payment of $15,000 + HST towards the Municipal Innovation Internship Program/Application.

RESOLVED THAT Council approve the 2025 Property Tax Levy and 2025 Tax Ratios and that the appropriate by-laws be brought forward.

RESOLVED THAT Council accepts the draft Tax Collection Policy as is and the appropriate by-law is brought forward.

RESOLVE THAT Council approve the 2025 Friends of Terrace Bay Chairs Program for the purchase and installation of Adirondack Chairs in Simcoe Plaza, Centennial Park, and the Tourist Information Centre.

RESOLVED THAT Council accept this report as information only.

RESOLVED THAT Council would like to have ice available to the public September 15 - 30, 2025.

WHEREAS the Ontario government has enacted O. Reg. 343/22, establishing mandatory certification requirements for firefighters under the Fire Protection and Prevention Act, 1997; AND WHEREAS Council for the Township of Terrace Bay acknowledges the importance of standardized firefighter training and safety; AND WHEREAS these mandatory certification requirements pose significant challenges for small, rural, and northern municipalities due to limited financial and training resources, geographic barriers, and reliance on volunteer fire departments; AND WHEREAS the implementation of these requirements without additional flexibility or support may negatively impact the Township’s ability to recruit and retain volunteer firefighters and provide adequate fire protection to its residents; NOW THEREFORE BE IT RESOLVED THAT Council for the Corporation of the Township of Terrace Bay formally opposes the mandatory firefighter certification requirements as currently outlined in O. Reg. 343/22; Page 5 of 7 Regular Council Meeting Minutes - August 11, 2025 AND FURTHER THAT this resolution be forwarded to the Solicitor General, Premier of Ontario, MPP Lise Vaugeois, the Fire Marshal, AMO, FONOM, NOMA and all Ontario municipalities.

RESOLVED THAT Council approve a by-law to levy Property Taxes for the year 2025 be read a first, second, and third time and finally passed signed by the Mayor and Clerk, sealed and numbered on this 11th day of August, 2025.

RESOLVED THAT Council approve a by-law to set tax ratios and reductions for prescribed property subclasses for the 2025 taxation year be read a first, second and third time and finally passed, signed by the Mayor and Clerk, sealed and numbered on this 11th day of August, 2025.

RESOLVED THAT Council approve a by-law amending By-law 7-86 (policy manual) the Tax Collection Policy be read a first, second and Page 6 of 7 Regular Council Meeting Minutes - August 11, 2025 third time and finally passed, signed by the Mayor and Clerk, sealed and numbered on this 11th day of August, 2025.
