Webb to the Supportive Housing Committee

RESOLVED THAT the Minutes of the Regular Council Meeting held December 1, 2025 be approved as presented.

RESOLVED THAT Council, terminate the collection of Industrial, Commercial and Institutional Blue Box Material at the landfill recycling depot and that the appropriate by-law be brought forward renewing/amending the landfill recycling depot operations agreement with Circular Materials Page 2 of 10 Regular Council Meeting Minutes - December 15, 2025

RESOLVED THAT Council accepts and adopts the report by the Northern Policy Institute entitled "Invest Now: An Action Plan for Seniors Living in and around Terrace Bay", as presented

RESOLVED THAT Council approve the proposed amendments to the Emergency Management Plan as discussed AND THAT the appropriate by-law be brought forward.

Page 3 of 10 Regular Council Meeting Minutes - December 15, 2025 RESOLVED THAT Council accepts the recommendation of Administration to amend by-laws 01-2023, 01-2024 and 02-2025 to reflect the correct application of the 1/3 monthly class rate for Disconnected Buildings and Vacant Lands All Classes AND THAT the appropriate amending by-laws be brought forward.

Administration recommends THAT Council approve and authorize Administration to enter into a long-term 30-year lease with the City of Thunder Bay for the Construction, ownership, and leasing of a new ambulance station in Terrace Bay; AND THAT Council approve and authorize Administration to enter into a Municipal Capital Facilities Agreement under Sec. 110 of the Municipal Act, 2001 AND THAT the appropriate by-laws be brought forward.

RESOLVED THAT Council supports the appointment of Jon Hall, Page 4 of 10 Regular Council Meeting Minutes - December 15, 2025 CAO/Clerk to the position of TBDML/NOMA Admin Representative AND THAT any expenses incurred with attending meetings that are not reimbursed by either board, will be reimbursed by the Township, on a case by case basis.

RESOLVED THAT Council agrees to support the Thunder Bay District Municipal League through a sponsorship package valued at Bronze Level $500.

RESOLVED THAT Council set a date for a general Town Hall meeting on February 4, 2026

RESOLVED THAT Council approve Councillor B. Webb to the Supportive Housing Committee.

RESOLVED THAT Council Approve the 2026 Fees and Charges an that the relevant by-law be brought forward.

RESOLVED THAT Council approve the following applicants to the Community Development Committee to begin regular meetings in January 2026.  J. Fielding,  L. Jacques,  S. Chappell  M. Moore

RESOLVED THAT By-law 33-2025 amending by-law 01-2023 Establish 2023 Water Rates commencing January 1, 2023, be read a first, second and third time and finally passed, signed by the Mayor and Clerk, sealed and numbered on this 15th day of December 2025.

RESOLVED THAT By-law 34-2025 amending by-law 01-2024 Establish 2024 Water Rates commencing January 1, 2024, be read a first, second and third time and finally passed, signed by the Mayor and Clerk, sealed and numbered on this 15th day of December 2025.

RESOLVED THAT By-law 35-2025 amending by-law 02-2025 Establish 2025 Water Rates commencing January 1, 2025, be read a first, second and third time and finally passed, signed by the Mayor and Clerk, sealed and numbered on this 15th day of December 2025. RESOLVED THAT A by-law to establish Fees for Services for the 2026 fiscal year be read a first, second and third time and finally passed, signed by the Mayor and Clerk, sealed and numbered on this 15th day of December, 2025.

RESOLVED THAT By-law 37-2025, a by-law to Establish an Emergency Management Program for the Protection of Public Safety, Health, The Environment, the Critical Infrastructure and Property and to Promote Economic Stability and a Disaster-Resilient Community be read a first, second and third time and finally passed, signed by the Major and Clerk, sealed and numbered on this 15th day of December 2025.

RESOLVED THAT a by-law to authorize a Lease Agreement with the City of Thunder Bay (Superior North EMS Base) be read a first, second and third time and finally passed, signed by the Mayor and Clerk, sealed and numbered on this 15th day of December, 2025. RESOLVED THAT a by-law to amend by-law 13-2024 in respect of an agreement with Circular Materials Ontario be read a first, second and third time and finally passed, signed by the Mayor and Clerk, sealed and numbered on this 15th day of December 2025.

RESOLVED THAT a by-law to authorize a Municipal Capital Facilities Agreement under Sec. 110 of the Municipal Act, 2001 be read a first, second and third time and finally passed, signed by the Mayor and Clerk, sealed and numbered on this 15th day of December, 2025.

RESOLVED THAT the next Regular Meeting of Council is to be held on January 12, 2026.
